Our clients are represented by an Association here known as the Shipowners Protection Association of Hongkong.

We send you herewith :-

(a) Printed Petition of our clients to the Government of Hongkong. (b) Hansard's Report of the Legislative Council of the Government

of Hongkong for the year 1921.

(c) Report of the Hongkong Daily Press of the Legislative Council meeting of the Government of Hongkong dated the 4th August 1922, the Hansard Report not having yet been published. (d) Ordinance of the Government of Hongkong entitled an Ordinance to restrict the taking of legal proceedings in respect of certain acts and matters done during the war and to prevent in certain cases remedies in substitution therefor, (e) Copy of Statement of Claim in Original Jurisdiction Action No.217 of 1919 in the Supreme Court of Hongkong in respect of the Steamship "Wollowra".

Our clients desire us to approach you with reference to the Ordinance sent herewith in the hope that you may see your way to recommend to His Majesty the King that the Ordinance do not receive the Royal Assent.

The position is that in March 1918 the Government of Hongkong took under control the ships above referred to and controlled their movements and engagements until the 31st day of January 1919 when the control was terminated. The Government of Hongkong com-
